Streets are an important part of the City of Grove's infrastructure.

The Mayor and Council approved the Pavement Management Plan created by Poe and Associates, Inc.  The data collected and studied by the engineers identifies the condition of all the streets located within the city limits, as well as recommendations on what types of repairs are required per street, and the estimated cost for those repairs.  The condition of streets are calculated by a PCI rating with 0 being the worst and 100 being the best. The city streets are in such disrepair that the cost to repair all the city streets to a Level 55 PCI  will cost $25,498,890. 

The City committed $1 million for street repairs/maintenance in 2015-2016 Fiscal Year Capital Budget.  It is the goal of the City to continue budgeting $1 million for street repairs and maintenance in future budget years.  However, to bring the city streets to a Level 51 PCI will require an additional $150,000 per year through 2019.  To improve the PCI to a Level 55 requires an additional $350,000 per year through 2019.

The $1 million dollars a year from the City Capital Budget will not provide adequate funding to bring city streets to a Level 51 PCI.  Without an additional revenue/funding source, the backlog of the disrepair streets will continue to grow.
