City records are open for inspection unless specifically exempt from disclosure by the Open Records Act or other laws.  All requests for record inspection will be reviewed by the record custodian prior to release of any information.

The State authorized fee is .25 cents per page (8.5 x 11) uncertified.  If requesting a certified copy, a certification fee of $1.00 per page, in addition to the cost of the copy will apply.

If the record is requested for commercial use, a charge for the actual costs incurred in honoring your request is also authorized by state law.

Newspapers are exempt from search fees.  A reasonable time is allowed by state law for the City to furnish the record requested.  There are Request for Record Inspection and/or Copy available at City Hall.

Garage or Yard Sale Permits available at City Hall for $3.00 per event. 

It shall be unlawful for any person to conduct a garage sale in the city without first obtaining a license to do so. Such license shall be issued to any one person or household at any one address only four (4) times within a twelve (12) month period and no such license shall be issued for more than four (4) consecutive calendar days. Please prominently display this license on the premises upon which the sale is conducted throughout the entire period of the licensed sale.

The City of Grove has a combination fire department.  Currently consisting of six full-time and 25 volunteers, which are relied upon heavily to provide public safety to the citizens of our community.

The Court Clerk or Municipal Judge does not have the authority to reinstate your driver's license. You must call and speak with a Department of Public Safety (DPS) representative as 405-425-2424.

Submit an Application, the required documents plus a $200 fee.  The application is available on the City's website and at City Hall, 1201 NEO Loop.  Staff will begin processing the application upon receipt of all documents and the fee.

After proper notice, the Planning and Zoning Commission and City Council will hold a Public Hearing to take comments regarding the re-zone request.  The City Council will make the final decision on the re-zone request.

Any dog, cat, potbellied pig, domestic rabbit or ferret over the age of four (4) months is required to obtain a License from the City of Grove and pay the Licensing Fee. The Animal License Application is available at City Hall.

Licensing Period - July 1 of current year through June 30 of the following year

Licensing Fees

• $5.00 for each dog, cat, potbellied pig, domestic rabbit or ferret which has been spayed or neutered (documentation required).
• $10.00 for each dog, cat, potbellied pig, domestic rabbit or ferret which has not been spayed or neutered.

If a dog, cat, potbellied pig, domestic rabbit or ferret owner provides proof from a veterinarian that their animal has been spayed or neutered within 30 days of issuance of their license, a $5.00 refund will be provided.

No Charge for the following animals:

• Service Animals - Animals trained by a licensed professional trainer, to do work or performs tasks for the benefit of an individual with a disability, including, but not limited to guiding individuals with impaired vision, alerting individuals with impaired hearing to intruders or sounds, providing minimal protection or rescue work, pulling a wheelchair or fetching dropped items. Owners of Service Animals must provide documentation that certifies the animal in questions is a qualified service animal and the animal must have a service animal license with a completed affidavit to qualify for this exception.
• Therapy Animals - Animals trained by a licensed professional trainer, to provide affection and comfort to various members of the public, typically in facility settings such as hospitals, retirement homes and schools.  A Therapy Animal has no special rights of access, except in those facilities where they are welcomed.  They may not enter business with "no pets" policies or accompany their handler in the cabin of airplanes regardless of their therapy animal designation.  Owners of Therapy Animals must provide documentation that certifies the animal in question is a qualified Therapy Animal and the animal must have a Therapy Animal License with a completed affidavit to qualify for this exception.

Older or ill-health Animals - Animals unable to be spayed or neutered without high likelihood of suffering serious bodily harm or death due to age or infirmity.  Written confirmation from a licensed veterinarian is required to qualify for this exception.

Licensing requirements shall not apply to the following animals:

• Animals being used by law enforcement agencies for law enforcement purposes;
• Animals belonging to visitors traveling through the city, while such animal is with its owner or keeper;

Vaccination Requirement

• Proof of current vaccination must accompanied completed Animal License Application (available at City Hall).  The animal must be vaccinated against rabies by a licensed veterinarian prior to four months of age.  The vaccination must be kept current during the licensing period of July 1 through June 30 of the licensing year.  The owner, keeper or harborer shall secure from the veterinarian a certificate of vaccination against rabies and a metal tag indicating the vaccination.  This metal tag shall be securely and visibly attached to the collar of the dog or cat.  Tags for ferrets should be kept in a secure, readily available location.
• Owner, keeper or harborer of a potbellied pig or domestic rabbit, must have the animal examined by a licensed veterinarian for infectious diseases prior to four months of age, and annually thereafter.  The certificate must be kept current during the licensing period July 1 through June 30 of the licensing year.  The owner, keeper or harborer shall secure an annual certificate of examination from a licensed veterinarian certifying the animal is free from infectious diseases.

A structure which through neglect or injury lacks necessary repairs or otherwise in a state of decay or partial ruin to such an extent that the structure is a hazard to the health, safety, and welfare of the general public or a vacant structure which is unfit for human occupancy due to lack of necessary repairs and is considered uninhabitable and is hazard to the health, safety and welfare of the general public.

A Mobile Home is a residential dwelling fabricated in an off-site manufacturing facility, designed to be a permanent residence, but which is still transportable, that was built prior to the enacting of the National Manufactured Construction and Safety Standards Act of 1974, 42 U.S.C., Section 5401 et seq.  Mobile Homes are allowed only in Residential Manufactured Home Park (RMH) and Non-conforming Manufactured Home Parks.

A Manufactured Home is a residential dwelling in one or more sections built in accordance with the National Manufactured Housing Construct and Safety Standards Act of 1974, 42 U.S.C., Section 5401 et seq. and rules promulgated pursuant thereto.  Manufactured Homes are allowed only in Residential Manufactured Home Park (RMH) zoned districts and Non-conforming Manufactured Home Parks.

A Modular Home is a residential dwelling that is divided into multiple modules or section, which are manufactured in a remote facility and delivered to the intended site of use.  A Modular Home lacks axles and an automotive-type frame; they are transported on flatbed trucks or towed behind a semi-trailer on a frame similar to that of a trailer.  The axles, tongue of the frame, and the frame used for towing purposes shall be removed and the house shall be set on a concrete foundation.  The modules are assembled into a single-family residential building using either a crane or trucks.  A Modular Home shall be built to local building codes, and must meet local zoning regulations that pertain to traditional site constructed 'stick built' homes.  Modular Homes are allowed in Single Family Residential zoned districts.

An inoperative motor vehicle means a vehicle which cannot be driven upon the public streets for reasons including, but not limited to

• Being unlicensed
• Wrecked
• Abandoned
• In state of disrepair
• Incapable of moving under its own power

Plumbing Permits are required for the installation of any plumbing work, except repairs involving only the working parts of a faucet or valve, the clearance of a stoppage, repairing leaks or replacement of defective faucets or valves provided no changes are made in the piping to the fixtures.

Electrical Permits are required for installation, alteration or replacement of any electrical wiring, electrical systems or electrical devices, including but not limited to the installation of alteration of any wires or conductors for the transmission of electricity, as well as the installation or alteration of any electric fixtures, apparatus, or appliances, whether used for light, heat, or power purposes.

The ten percent (10%) Late Fee is added to your account the day after your due date.

The inoperable vehicle can only be stored on parked within a completely enclosed building, such as a garage.

Any contractors performing the services listed below must have a current City License prior to performing work within Grove:

The only time city crews will cut tree limbs or brush is when they are creating a traffic hazard.

Court Costs are a mandatory fee set by the State of Oklahoma.  The Municipal Judge may dismiss the court costs under special circumstances, such as you providing you had proof of insurance or a current tag in effect at the date/time of your citation.

An area of land located within Category 1 - Responsible Growth or Category 2 - Responsible Growth Area - Wetlands Inventory of the Lake Front Resort District (LFR) and which was designed, platted, improved or being used for short and long-term occupancy by Mobile Homes, Manufactured Home or Recreational Vehicles including travel and camping trailers prior to February 4, 2014.

There is no maximum model year.  Mobile and Manufactured homes must meet the minimum standards of the Oklahoma Manufactured Home Association.  The minimum requirements can be found online in the Zoning Regulations - Chapter 5 Section 5-6 Parking of Mobile Homes and Manufactured Homes.
